Navigate to https://drive.google.com/drive/home

Click on "Three" Dots icon.
To share your Google Drive, you will have to create a specific folder to share. You can also share an existing file or folder, but we'll have an existing file so, i'm Choosing this.

Click "Share"

Click on the "Email" field
Mention here the email id of the person with whom you want to share the file and folder.

Write a message
